Ember is putting to good use here everything that he's learnt in Gonter's lair, including the playful ruthlessness as a tickler that I imagine would make Gonter rather proud. I think it's likely the case for most dragonborn that their large scaly feet are rather ticklish, though I think most of them would also rather enjoy the tickling, if maybe not perhaps admitting it out loud. Blake looks to be laughing loudly in any case.
