I tend not to think of characters as "good guys" or "bad guys." It's more useful to classify them as sympathetic or unsympathetic, and then twist that impression one way or the other.
"Raki" is an officer in the Synchrony Protection Force's "Quarantine Division", which is to say he's a jailer. However he prefers to think of himself as a provider of healthcare services. This isn't entirely off the mark as one of his key responsibilities is to ensure that prisoners are both physically and psychologically stable enough to withstand interrogation.
The "psychological" part is key, because most people don't react very well to learning that they're in the year 101200 and that their location doesn't matter because there's only one planet in the current Hubble volume. Although also to be fair, most people who wind up in the SPF's "care" have a pretty solid idea what they've done to cause such a fate to befall themselves.
That can't be said for Raki's latest charge who both hasn't done anything wrong (at least nothing that would naturally interest authoritarian temporal imperialists) and can't comprehend numbers that big. The largest number Luke ever had to contend with was probably that one time.
It's a challenge. Fortunately Raki's been outfitted with (limited) cognitive enhancements that allow him to recall the specific medical needs of thousands of species. Ironically he's probably the closest thing the Omega Realm has to a traditional "doctor", since SPF prisoners (with extremely rare exceptions) are not given access to quintessence*. Any conditions they come in with have to be treated the old fashioned way.
Outside of his work... Raki has something of a gambling problem, though to get into it would require us to understand what Omegas consider "money" and that's a subject best explored elsewhere. Just keep in mind that money is used to acquire things that are scarce, and the biggest non-post-scarcity resources in Omega society are (1) physical space, (2) quintessence and (3) reputation. If he doesn't get his debts under control it would not be very surprising if he wound up going to jail himself, looking very different, losing his job in disgrace, or all three.
Like Mina his binturong body is state property, but the new laws say that he gets to keep it as long as he wants it. Yes, it does smell like popcorn.
