It can go either way. The songs may already be out there, but I've found it really rewarding to, try and take those songs, and arrange them in such a way that, you know... the opening track captivates, the 2nd tracks leads you away into a story... the last track concludes, and how you feel about the following silence, how that track is the bridge between the musical experience of your album and the real world once again. It can be really rewarding, to finally look at that track list, the names all in order, the 3:15 followed by the 1:40, followed by the 6:09... to look at it all, and think "yep. everything's in place" And sometimes, something's off, and you have to make a new track just to fill a sonic void that's missing from the overall.
But, you can also make an album for the purpose of making one right off the bat. If you mean longer form, like, branching into ambiance or, just long tunes, conceptually linked tunes (all you have to do is mention the same unique thing in several of the songs on the album = concept album). Then, if you find with all this new material you've created, an old song fits in really neatly towars the end, that can be rewarding too.
But then, making the art for your collection of songs, choosing a font and a photo that can speak to the aura of the thing... I find, is like choosing the frame, the lighting, and the best wall on which to hang a piece of art. Definitely, give it a try. :)

I think my outlook on music expanded a little with your words on 'how you feel about the following silence'. Thank you for that.
It reminds me of how I first heard The Microphones' 'The Sun'. An astonishing bit of music in itself, but particularly because it climaxes with a roar of white noise. In the album, the noise recedes again and gives way to a quiet, comforting ballad; but when I first heard the song, it was as an isolated mp3, and it just stopped dead - annihilating noise to total silence in an instant. A glorious shock, even if it's not what the maker intended. So yes, what comes after matters.
I guess musical cohesion comes first for me, but I like unifying concepts. I can't write lyrics worth a damn, and I've never heard any program music that really got its ideas across - but it would be great to combine music with texts and artwork, if you can still do that in the mp3 age... It's finding the time, the will and the clarity to do it (all scarce commodities in my personal economy, unfortunately).

Time, when your clock is churning through minutes like an overdriven combine,
Will, when other folks and things would claim "your will is mine",
Clarity, in the haze that humanity has made life out to be,
Break the veil, elude the wails, and you might find time to see,
it through,
and do whatever it is you want to do,
not what time nor others nor inner function want you to,
Clock's still spinning, though, so it better be soon
