His life and actions belonged to his queen. If he found way to save life using magic. His queen authorized it. Redering arrest of regulater mute. It was the tribal queens that funded there order. To challange a supporter was not deemed as acceptable.

Icewing magic regulater backed off pretty quick. Not because they cared. But because they feared losing support of one of the tribes that helped fund them. It was survival act. Not one done out of altruism.
