It's on the top layer, however these pawpads don't really wear down. The feet may over time like normal shoe bottoms but the hands will take quite a while to have any sort of surface damage unless you're grinding them against a cheese grater. o-o; If I mixed it throughout I'd go through my little bottle quite a bit faster so I'd have to charge people for the powder.
