Definitely sets up an interesting world and story. I had the pedantic thought that you were blurring the distinction between sapients, which is what you are actually describing, and sentients, which those animals already were; but most people (mis)use the words interchangeably, and will probably get the point just fine.

The Prologue briefly refers to extraterrestrial contact. Is that something you were planning to explore as well, or will the story be complicated enough just sticking to planet Earth? Are there sentients in that civilization as well? Is it composed entirely of sentients?

And of course, Law #9 opens up additional possibilities for exploration - though not necessarily in this particular book. (Well, someone had to go there.)
