The scenario behind this was that Monica was going undercover for their boss, Shakahira, at a huge business meeting. And he knew that his brother, Tyrogen's, business would be there. And in order for Monica to gather more information on what Tyrogen was up to (and meet him for the first time), they'd have to do whatever they could to get as close at possible to him to get more dirt on him.
Monica who obviously got immensely drunk at this event, took this opportunity to try and get laid, all while taking info from him at the same time.
