When Mr. Balloon Raccoon initially arrived on Toy Maker's island he attempted to keep a low profile "happy and peaceful" as he would so affectionately proclaim. however when he noticed some residents of the island were balloon based toys he couldn't help but reveal his true nature as he attempted to pop them. Thankfully he was caught before he could do any real damage though an inflation addict like him would be hard to stop permanently. so after a vote it was decided that the balloon Raccoon would be inflated to a state in which he couldn't commit any future crimes or any actions in general do to his swollen body and stubby limbs. He currently lives with Rory and Squeaky who use him as a bed and treat him like he's a helpless pup.
