Context wise, this concept art depicts Griggs and Vaergas doing some firing drills with the garrison troopers; however their accuracy is revealed to be quite poor, Griggs and Vaergas are going to have a lot of work to do to improve their performance.

We didn't have it like that at first, the super early designs were just holes in the tops of the helmets, but certain commenters kept pointing out how exposed the ears looked.
I can't remember how or when, but eventually one of the artists had the idea to have the ear guards be on a ring socket and it make a ton of sense.
Hence the current helmets. Thanks for the comment by the way!
