My story idea to this:
"Blue accidently fell into one of their delivery baskets after the delivery and they only found him at the base. Everyone is wondering where that extra baby comes from and is searching for the parents. In the meantime, they assigned Freddy as Blue's personal caretaker for the duration of his stay. Since they constantly have a pacifier in his mouth or a bottle, it will be some time till he can speak and clear that misunderstanding up. That is, if he even wants to clear it up..."
