Edit: identified thanks to
Ykoriana
It is going to a maple tree.
As the title says, I need to identify who it is and what it eats.
I found it on a concrete pavement, so no clues there.
Location: St. Petersburg, Russia.
See other two images, too.

I can tell you I wouldn't touch it. I'm not sure if it's poisonous or not, but I wouldn't recommend finding out first hand, unless it's a little late for that.
I'm don't know what kind of caterpillar it is, but normally, bright colors indicate danger in nature, so I would be wary.

It's a crappy one for close-ups, hun.
Well, correction. Camera isn't crappy for that, it's that I don't have a wide-angle lens, this is a kit 18-55 lens, so I had to use zoom instead of close-up, and therefore couldn't use a narrow aperture to take a *proper* shot of this beauty.
You often can get much better results with a point-and-shooter for close-ups than a kit lens for SLR.
