Here is the Villain who is Oddpair's Stalker and annoying and creep, he takes pictures of them and is super obsessed with Spike the leader and wants in on Oddpair but is in jail now

Backstory - When young Caine was a Huge Superhero geek fan he was always the weird one in school to the other kids the times he got screwed over the more he became less and less joyful, his parents worry him they put him in therapy in such a young age and years later he was a miserable worker in a grocery store until his life changed when Spike saved him from a robber, by then he was determined to join Oddpair so often he would stalk Spike following him wherever he went until he was learned he was a huge creeper and stalker Spike discovered the pictures on wall and so then Caine become the infamous new villain slash fanboy stalker "Bas-whip" with Plants arsenal he has a complete green thumb to mother nature.
