The new PDF viewer on mobile doesn't respect the viewport

The new PDF viewer on mobile -- at least on my mobile -- doesn't respect the phone viewport. I think it's just using the desktop PDF renderer. Text flows off the right of the window and is at an illegible font size; no easy way to fix the presentation without going to full-screen mode. At that point, I'm not sure what the advantage is over letting users just download the PDF and use a native rendering engine.
