We've seen that Lou is Jack and Kurtz's buddy in the Maintenance department, but we haven't seen all that much about what he gets up to day-to-day. Well, he's an electrician! If you submit a work order for a new outlet or some electrical issue or other in the office, there's a good chance that Lou might just be the one to swing by and see to it. But his life isn't all crawling around under desks and carrying ladders through cubicle farms. Our boy here is certified for high voltage work, so he can take care of the heavier stuff in and around the Shift-Tec facilities. Transformers, distribution stations, capacitor banks, heavy switching gear, and all the other behind the scenes high-powered equipment which help keep modern life humming along.
Shift-Tec is a very safety-forward organization (you certainly don't want to get on the Health and Safety department's bad side!), but Lou is one person you don't have to worry about when it comes to proper procedure and personal protective equipment. He's the implausibly safe and procedure-oriented worker you always see in those job site safety videos, ready to quote the regs with a smile. "Sure, everybody knows the handbook says you need a fall arrestor for elevated work of any duration, but those dorks think 'elevated' starts at 10 feet (~3m), and I don't see H&S around, so I'll just pop up this ladder real quick and take care of the issue so we can hit the cafeteria." Not with Lou around, you won't! There's always time for proper PPE.
Besides, this picture here isn't even close to as kitted-up as Lou can get! Sure, he's got the fire retardant coveralls, class E hard hat, and non-conductive everything, but he's got more than one locker full of gear waiting to be called to service. If the work is going to actually be dangerous (and when a high-voltage electrician calls something dangerous, maybe you'd better pay attention), that's when the arc flash suits and the rescue hooks start coming out!
Of course, Lou is known for having some funny ideas about the way things work in the Forest. If you ask why he's so obsessed with safety, he'll likely get a suspicious glint in his eye and say something cryptic about not wanting to get wrapped up in a "cautionary tale narrative event," but you get used to it after a while.

No HEV or RIG suits in Lou's locker, but he does have plenty of gear! ^_~
Lou has never seen Jack getting up to anything in the office (except for their Christmas Eve tradition), since Jack tends to keep the fun to dark, out of the way places. Also, she hasn't convinced Sam to fool around anywhere aside from Sam's place yet. Maybe someday!
Also, you can be sure that anything Cellina gets up to happens in very private spaces, like her penthouse suite. ^_~
