He's been friends with Havier since childhood, both served in the army together, both wanted to be police officers, Kelman specifically wanted control, he was attracted to this job. Havier had already become one. And he dealt with the drug problem on the streets. Kelman works in a music store, but sometimes at night, he helped Havier on his own initiative. And on one such sortie, when there was a raid on a local gang, Kelman got injured when there was shooting.
