Ris'kaarden was always enamored with the stories of dragons and their ilk. Down to putting horns on his head and spikes on his tail to pretend he was one. Of course, being the smallest of his clutch did not help with things. And the fact that he was a lizardfolk. "Some things aren't meant to be" he was often told. Or put down with admonishments of childish fantasies.
But eventually, he had had enough of being talked down to again and again and again. So what if his imaginations were fantasies? So what if he had aspirations? The least others could have done was entertain the notion--or at least make him feel better in his own scales. Even after growing up, he was still teased for the dreams he had as a child. The 'wanna-be dragon'.
They didn't even use his name anymore. Just the mocking tone of 'dragon' laced with enough teasing venom to poison a tarrasque.
It was no surprise he left. His kin thought he would either be back in a few days or die within that same time span. And that would be his choice.
Fortunately, neither came to pass. And by sheer happenstance, he stumbled upon a dragonborn slave serving in an arena, convincing him to escape along side him, unknowing that this slave was in fact the reincarnation of the king of dragons himself. And, in turn, Ris'kaarden was rewarded.
Sure, it sounds like a fairy tale.
Until "Risky" looms over those who doubt, a toothy brutish smile lining his face.
After that, there is typically no more doubting what he is.

I think a number of dragon furs/scalies can relate to the desire to be a dragon--sometimes from a childhood dream or because of something else. This character is an embodiment of that very desire and urge.
After all, who doesn't want to be a dragon? At least a little bit.
