I definitely get the feeling that Game Freak was simply using Raichu as a vehicle to get Pikachu included in the Mega Evolution mechanic.

Here's some trivia; Some time ago people found and posted the beta version of the first gen Pokémon games (Red and Blue/Green) online. People who played it saw that in it the Pikachu line was actually supposed to be a three stage evolution, with Raichu evolving again into the third stage. Mega Raichu Y uses the design of that beta third stage evolution.
