Day 18 of Sumo September, and it's Seong Mina from the Soul Calibur series.
I've only played Soul Calibur 2, so her Sumo gear is more based on her general outfits from that game. The Gamecube version is the one I'm the most familiar with, though I have played the PS2 and the X-Box versions as well.
Seong Mina belongs to Namco.
