Inigo is Mina's commanding officer.
He was a field agent himself back in the day before he was promoted up the ranks. Even though he's slowed down somewhat over that time (something his leporid body is meant to compensate for), his skills have remained sharp as ever. Like many in the "old guard" he's skeptical of the new, transformation-happy SPF, but he can't argue with results and he's wise enough not to turn down a useful tool when he has it as his disposal.
He'll need to be resourceful, because Mina's gone AWOL.
Now, agents have behaved badly before, and other "tools" for reining them in exist, but Inigo suspects that Mina (whom he calls by her full name, Minerva) has stumbled upon knowledge that could prove politically explosive should she follow it to its logical conclusion. Therefore he's volunteered himself to bring her in, peacefully and safely.
One, because losing Mina would mean losing one of the SPF's best and brightest.
Two, because if Mina has "figured it all out", she'll quickly come up with a backup plan to make sure her discovery survives her.
Three, because Inigo trusts Mina to do the right thing. She's a woman of conscience. She's not disloyal; she's always looking out for the greater good.
Finally, because Inigo cares about Mina. She's like the daughter he never had. If she's hurting, he wants to do what he can to help her.
