It seems that Twilight would have to be in her alicorn state for the concept he's presented to work as it's meant to provide an ironic reflection of how her socio-political role impacts on that of the Mayor.
The inclusion of Nurse Redheart was my own rationalisations and Zecora's inclusion arose partly from my own abductive reasoning and his conceptualising while Rarity was suggested by a third party, who also affirmed the idea of Celestia being involved on the grounds of adding to the irony of the scenario and the possibility of a background story about Luna filling in for her in the same way that Celestia filled in for Luna in the space of a thousand years.
