I love Muppets to bits but I've never seen this guy. And I remember the one Muppet Band too! Though I cannot really remember the name off the top of my head at all at the moment.
It was "The Electric [something]"...or "Doctor [Name] and The Electric [Something]".

In relation to what I said, I remembered the Muppet Band! It was "Dr. Teeth" being the first half that I remembered, but the latter half I had to search for again. "Dr. Teeth and The Electric Mayhem" is the name of the band!

Your style is usually so well suited to a more realistic and gritty style, than seeing it used to depict such an adorable character is a nice contrast. He really has the face of someone who found himself in the wrong place at the wrong time, poor fella!
