The effect caused by the girl's aura is less "drives you to homicidal rage" and more "inverts your most basic reactions towards an innocent child". This is why SCP-682 can't hurt her: the aura makes it see her as someone to care for and look after, where it makes any human seeing her think that she is the most disgusting abomination who must be killed at any cost.
Honestly I don't remember her ability being described like that. Plus when 682 was talking to the scientist that came to get little girl from their enclosure he was basically chewing them out saying keep her away from me I am not a babysitter and so forth. And yes I'm referring to the minicomic that shows up earlier in this comic
Honestly I don't think that 682 is manipulated mentally by little girl. I think that they simply know that attempting to attack her will cause a near lethal backlash and even though they will probably recover from it they don't think it's worth the effort to undergo that heart attack.
