Source? How can you say that they don't use it for swimming? Their wings are enough for swimming? They should be enough for flying then. She doesn't flap her tail to fly after all.

for Lugia like any dragon their tail is to steer while flying, sure Lugia could jsut flap her wings harder but thatg would cause hurricanes if i remember the dex entry right, with that much force swimming would be no problam considering she isn't a fish, at least 99% of their swimming power would come from their wings, a busted tail wouldn't really do much, plus Lugia isn't 'most' aquatic creatures and there are exceptions
i've seen enough Lugia in movies to understand they don't use their tail for basically anything in the water and would be fine swimming, think of Lugia's swimming motion like that of a whales, head tilts up as the wings go down providing propulsion, the back arches as the head tilts up and due to the body motion when they tilt their head down, their back arches up and due to the angle the wings tilt and raise which would cause less drag for the next wing pull down, thing of a whale tail strength and body movement put behind turtle flipper movement, Lugia's body isn't as narrow as a fish or whales so the tail is more important for aerial movement and not all that needed for swimming, all this aside i hope her tail heals
