You can probably see why Shelley tends to take her anger out on Stan. He can't hit back.
Before you say this is out of character for Randy, he wasn't always the crazy, self-absorbed manchild we know him as today. Early on in the series, he was more of a normal guy, at least relative to the other South Park adults, though he was still shown to be an incompetent geologist and the only adult who likes Terrance & Philip.
At any rate, we don't know what he was like when Shelley and Stan were little. It's been established that Randy embarks on crazy ventures because he's unhappy in his marriage; I imagine he would've been happier back when he and Sharon were still building their family and would've been, if not a more responsible dad, then at least a more attentive one. I can see him playing games with the kids and telling them stories.
Sharon and Randy's designs here are based on the versions we see in Stan's flashback to him playing pee-wee hockey as a little kid in Stanley's Cup. On that note, I was not about to use the "Baby Stan" design from the boys' flashback to them playing with fireworks as babies in Summer Sucks. As adorable as the flashback is, I'm not a fan of those designs. They look like the boys' heads plastered onto Ike's body. Compare that to their preschooler designs in Pre-School- those look like more authentic aged-down versions of them. That's the kind of design I wanted to use.

the flashback scene was so cute...shelley having her trademark sass even as a little kid is great. XD
i've probably said it before but i appreciate that shelley is the focus here because she's a super underrated character and she really *does* deserve some kind of comfort away from her weird-ass life
