though if her tail doesn't heal by some timeskip (she's a Legendary so by all means she should heal pretty damn quickly) then she isn't a Lugia at that point, or she's just bunging on the damaged tail, pokemon can heal from all sorts of crap, big lady could have swam too her tail isn't needed for that
