While Edmund is the King of Wetren, the Lord Secretary makes all the laws because Edmund is young, including outlawing dragons and magic! Little does he know that Daisy has turned the King himself into a dragon, thus giving him magic powers. Daisy says he can reveal this when "the time is right," but not now. Feeling powerless in his role, so for now Edmund fantasizes about the day he reveals his true self and takes back his authority. Nobody messes with a dragon!
