This is Vluxen, a fairly powerful storm wizard, one of the better known wizards in the galaxies, he is a Chimeran, the nickname of a species of people who are created by magic, or science, in Vluxen's case it's a bit of both.
The organs and parts he has particularly help the flow of his magic.

Like many Chimerans, his body template was a type of imp, putting him at about 3 feet tall. His belly appeats pudgy less so because of fat and more because his digestive organs were made a bit larger than they should have been, another common issue Chimerans may suffer.
