The Harold E. Wagner, Jr. is a 14-inch gauge 4-6-2 live steam locomotive that was built in 1939 for use at the Kiddieland amusement park in Melrose Park, Illinois, and was designed roughly after New York Central's famous streamlined steamers. It ran there until the park closed in 2010, and is now here at the Hesston Steam Museum in Hesston, Indiana. Though it's small, it runs just like its full-size coal-fired counterparts did. It even features automatic oiling and sanding mechanisms.

Any steam under 24" gauge in the US doesn't fall under the jurisdiction of the FRA. However live steam and miniature trains are subject to inspection and regulation by the state boiler inspector of the state that you are operating in. In fact most live steam clubs require you to get a boiler cert. from their state in case of people visiting from out or state.
