One of the most important characters in my pokemorph setting, this is King Bertrand the Serperior. The ancient monarch of the Eastern Kingdom, I was definitely channeling Montgomery Burns while I was thinking about this guy.
He's grumpy, moody, sadistic, and literally rotting away in places. But his mind is still sharp and his will still as strong as steel, and he's going to cling to his throne until one of his children takes it from him, just the same as he did to his mother a century before. He's desperate for a good war, but came off pretty badly in both attempts, serves him right!
Likes: The power and the money, the money and the power.
Special skills: For a vicious tyrant, he's still doing a really good job of running the country. The economy is doing well, people are happy and they like him - not just because they HAVE to. But it's not a great place to be when things go badly and you're in need, he's not a fan of charity.
Odd traits: His crown is glued in place.
Ticklishness level: 2

Hmmm...I just had a thought... What if, say, Bertrand made a deal with a devious Manaphy to have his mind swapped with his next-in-line, used that body to murder his original body (and in turn the consciousness of his heir), deliberately get caught, then have the Manaphy transfer his mind a second time into a younger heir...who will act as the prosecutor for the murderer of "Bertrand" and have Helgr execute them (while gagged of course to keep them quiet.) Then Bertrand can live and rule another several decades in a much younger and healthier body, no one the wiser. >;3
Interesting idea! I will say he's definitely been thinking of ways to extend his lifespan, and conveniently enough has the world's own goddess squatting in his dungeon in self-imposed exile. She's no Manaphy (she's a Mew) but she could figure something out - not that she's cooperative, depends how bored she gets.
Interestingly enough, killing the previous monarch IS the intended succession method for his dynasty, there are no heirs per se. Despite knowing one day he'll be replaced, that doesn't mean Bertrand won't cling to power for as long as he can, IF he gets replaced, he wants it to be by the sneakiest, most devious and capable son or daughter he has. That's how Bertrand took the throne from his mother, and is how it worked leading back to their founder 600 years ago. He remembers the look of pride in his mother's dying eyes, minutes before ordering the execution of all his brothers and imprisonment of his sisters.
Bertrand's multitude of offspring work in the castle as general staff, all the while watching, scheming and trying to forge deals with their siblings. Anyone with low enough ambition can just remain a Snivy, keep their head down and maybe work their way up into a more comfortable position. Anyone wanting a shot at the throne would need to evolve into a Servine - eyes will be on them at this stage, they could well be in for the chop if they aren't careful. From there, they need to A) evolve to a Serperior (considered an absolute challenge to the current ruler), B) avoid Bertrand's goons who'll be faithful to him until his last breath, and C) slay their father fast and take the throne.

Aaaah, very Sith-like. Sidious would be proud. But what if, per-say, ONE of his Servine offspring started spouting different ideals...like say, suggesting a somewhat more democratic system moving forward... That might be someone Bertrand would want made an example of, no? And who better to be the body-swap-sacrifice for the first step of the plan? If simply killing the current ruler to ascend to the throne isn't a crime, then certainly betrayal of sacred tradition and colluding with enemy nations would be.
In my and :inonnotmolo:'s canon, there IS a criminal Manaphy who will body-swap Pokemon for crime lords for a high price. He'll work for just about anyone so long as they have the cash and don't threaten his shadowy work.
