Since Roulette is played by guessing where a ball will land I thought it would be funny if the gimmick was the roulette table is a dog chasing the ball, and the "betting" is which head will catch it first.
The rount, the green one, is based on the two green spaces on a roulette wheel. Since it's the rarest one to land on it's a separate entity than the cerberou and a gag character. Also the only one with visible eyes since on a roulette table both of the green spots are 0 ! This character is based on the American style roulette table with two green spaces, the second one is 00, hence it having three eyes.
