For the blur I just did that with duplicating some of the layers and using the gaussian blur filter. I had both a normal and blurred copy of the lineart and color layers, and played around with the opacities, which helps it retain some of the crispness of the lines/shapes. Thumb is on its own layer in front of the rest. :3
