I'm clicking and nothing is happening

I noticed while watching your streaming sessions that you outline the original scanned sketches but when I do it and try to color it doesn't comply. Why? I think its cause when you do it, you somehow clear the sheet from the rough sketch patterns so its just like a computer generated sheet when you hit "File, New" but with the Sai linework intact. So I was wondering... how do you do it?

I open the scan in SAI, make a few new layers (as much as I need plus few extra in case I accidentally hit 'F') then I change the opacity of the sketche layer to 40-50% and ink it on higher layers. I use the Pen, not Paintbrush. Also I save it as PSD.
