Nothing wrong with a bit of bouncing around a plot. I do that some (perhaps too much) in my own writings. I'd imagine that the assassination attempt originated with someone involved in the now-former smuggling operation. Perhaps the attempted assassin came in on a ship, with the intent to pick up a shipment for delivery (having missed the memo about the change in leadership) and was trying to restore their normal in the best way they knew how.
