Back in his early 20s, before the chub and facial hair, Luke was a Las Vegas Metropolitan Police officer. He had just returned from Canada to Nevada following his police academy years and some years spent as a Mountie. This was way before he moved to Canada permanently.
Even back then, he loved donuts! No wonder he's turned out so huggable. uwu
This also serves to retcon his old black police uniform, as it wasn't accurate anymore.
