After the events of the movie, Pawbert's attorney got his probatory under the defense of mental alienation after years of continuous physical and psychological abuse from his father, and by the condition of some community works and the obligation of taking therapy for a long time, to heal the psychological damage.
Now, under probation and with the family fortune lost, Pawbert returned to his home, his true home, that one where he always could be himself: his oasis in Sahara Square. He just opened the tent, and looked around, sighing. He's broken and alone, but free (relatively). Now it's time to build a new life from the ashes, far away of his "family".

Certainly a better ending for him than spending the rest of his life in jail with his "family". Only thing is he's completely alone now since it's unlikely Judy, Nick and Gary will want anything to do with him do to his actions. Neverless I would like see how a redemption arc for him would go.

This character deserved more exposure to his past and to be explored in greater depth (just like Gary). Hopefully, this will be the subject of an episode in Zootopia+ season 2.
Pawbert reminded me of a dark mirror image of Nick, in that they both wanted to fit in and not be different. Pawbert also reminds me of certain similarities with tragic characters like Sonia (Saint Seiya Omega) or Zelos Wilder (Tales of Symphonia).
