I've seen that card with crying Cubone... Have you? We can see Cubone's mouth on it.
P.S. I don't think it looks like Charmander. Charmander's nose is shorter than Cubone's!

in the japanese release of the first games, marrowak evolved into kanghaskan, and there was a story going along with it about cubone losing his mother and etc etc. for some reason, this was thought to be too sad/creepy or some such for the US version so part of it was cut out, including the evolutionnary line.
