This is Manda's Fire form which has become her "default" form over time although she has a "normal red panda form" as well: Seen Here

Manda is a red panda aka "fire fox." She is the colors of fire! She has extra large ears for a red panda and can transform into her fire form at will and wield fire. (I KNOW, MAGICAL SPARKLE PANDA, RIDICULOUS, BUT I <3.) She usually wears goggles on her head which she uses when wielding fire as eye protection: Seen Here

Her eyes represent a color deficiency I personally have with my own eyes. Colors appear more red out of my right eye and more blue out of my left eye (which is actually the "normal" eye, so there is really a just a blue deficiency.) I used this on one of my older characters "Coyote" as well so that's why this bi-coloration appears multiple times.
