Buildings like this are so interesting. The stone section would be the original part, probably with a standard peaked roof. The red Mansard third floor would've been added in the late 1800s. Stone section is Colonial style architecture. Mansard roof is Victorian/Second Empire. The mansard third floor has much larger windows than the second floor, which is not something Victorian era Americans would've done on purpose. Stone section lacks any sort of Victorian detail. Even its porch is a simple Colonial style one.
So yeah, mixing and matching new additions is not a new thing in architecture.
