Actually I have the same condition with my eyes.
Its called Lazy-eye, or monocular vision.
Was born with it, but I can see. My brain literally turns off one eye, and sees through the other to avoid two different images seen through each eye at once.
The disadvantage is having almost 00 depth perception, however the brain kicks in and lets me still drive, and trained myself to use one eye effectively.
And one thing about Derpy, I'm certain she isn't stupid or retarded as others may think.

You think you have it bad? Imagine being near-sighted in one eye while your good eye is lazy.
That's my condition. I can't see anything beyond a foot away in my left eye while my vision in my right eye is fine but it's lazy.
I practically have no depth perception. It doesn't really bother me that much, except while I'm driving. But I haven't had any accidents because of it.

I like Derpy, despite her having about 5 seconds of screen time in the entire series, the longest being the time when she dropped all that stuff on Twilight from a flying moving van.
