It's Brook's birthday and guess what, the dress he wore at his quinceañera still fits him pretty well. Normally a quinceañera is only celebrated by girls but since Brook's best friend had come out as trans fairly recently and Brook began crossdressing around the same time, his parents wanted him to be able to have a quinceañera in case he ended up being trans as well.

Brook may not have ended up being a transwoman like the love of his life, Selene, but to this day Brook appreciates his family for wanting to support him no matter what.
