Ruskem is the heir and leader of the Fellaket Clan, which controls part of Ophasnob City. He is aware of the other clans things, but chooses to keep his own running until he grows tired of it at which point he plans to destroy it and disappear.

His main reason for staying is Quirik, a young hyena known throughout the city as a wanted criminal. Ruskem is obsessed with Quirik, which makes him unusually accommodating toward the deranged hyena.
