The third and fourth categories of supers in my setting are Vigilantes and Rogues. Rogues are supers who basically just operate as civilians, whether because they don't wanna be heroes or villains, they're retired, or it's just a quirk of life.
Civil Ordnance has successfully argued that he cannot be categorized as a supervillain just because he is a lawyer- while he is morally evil, that is incidental, and doesn't stop him acting as a civilian legal professional. I... so yeah, Rogue for now, but keeping an eye on him... unless he sues me.
