Rookie rogues are some of the most danger prone folks possible. All it takes is a single failed stealth check and you're at someone's mercy. At least in this case- the new kobold will be under the watchful care of its cuddly new dragon owner. Any attempt at escape is quickly quashed simply by the new kobold realizing how gorgeous and wonderful the dragon is. Instead of worrying about stealing to earn money just to stay alive, the kobold can simply enjoy its time in its master's lair, a prized part of the dragon's collection. It's honestly quite a luxurious life- for dragons are known to spoil their kobolds rotten.
