Please note: This character is my own creation and not recognized by Disney (yet), this is only a proof of concept till the 3rd installment of Zootopia.

A while ago when everyone is talking about Zootopia, something that stood out to me was the mystique of the hooded figure in the teaser for Zootopia 2. After seeing various clips and getting to the know the plot and even knowing the twist villain via spoilers, I was very disappointed that the hooded villain was never in the final film.

Which led me (with the help of Tsuki who made the design) a potential idea of who the mysterious figure is hunting Nick, Judy and Gary. That being, an Assassin/Enforcer Snowy owl as a reference to the feather easter egg at the end of the Zootopia 2. Sure, it may not be the same feather, but birds I look forward to in the 3rd movie. With this bird being the official villain/antagonist, we waited for so long for this. He not a twist a fake, but a REAL Disney villain. As he will be the one that will finally bring Nick and Judy together as an official couple IF I was able to write and voice act him.

If not, he will be a perfect as for my own series. So, here's how he will go in Zootopia 3:

Noel De'Neige is a snowy owl assassin of unclear origin. Said to have come from "a city in the sky". A Calm, charming, yet heartless ice king of a hunter that does not care of officiation, good or evil, young or old, as long as its pay’s well he will go for his target. With his main goal of making a name for himself to be the name the deadliest hunters of all time. All in a cold controlled and emotionless temper in a passive aggressive path if things don't go this way.

Noel is also noted to be conniving, cold, chilling cynically sadistic, and intimidating with heightened intelligent wrapped in a callous calmness. So won’t be afraid offing his allies to achieve his goal to be the top assassin or if his boss commands him too. And knowing how to take down an animal of any size with ease. As being fearless in the sight of the fiercest predators. Even if he faced off a T-rex, he sees as a big challenge to not be intimated. Such as trying to claw out Judy's beating heart to finally show Nick loves her. That lead Nick Wilde to snap and become savage to protect Judy to propose to her. Only for Noel to barely escape with his broken wings as now working of for Mr. Big as a top enforcer. Although Noel background is unknown, it’s hinted that in the song “Sous Cette pluie” by Alys that he did have a love with another assassin female Owl that the two prowled the Tundra skies together. Yet once she was attacked by an unclear predator (along with her eggs), this broke Noel to become a cold-hearted assassin as to not feel the pain of loss. Such as brutally killing this predator in the most PG off screen way with no remorse. Only to be locked up after many successful kills. Now that he escaped after the second Zootopia movie, he was task by unknown benefactor to take care of the biggest kill of all time. Who agreed along with needing help from Mr.Big on this big score.
