I don't think Gary would've just let Pawbert die, but I also think Gary would be cautious enough not to give him the anti-venom pen straight away. Pawbert did just try to kill them, after all. I think after getting over the shock of his partner's betrayal, he'd give Judy the anti-venom and they would decide what to do with the incapacitated lynx, at least tie him up so he couldn't hurt anyone else before giving him the antipen.
