Does it work as long as she's speaking or does she need an audience? By which I mean, does she need someone to hear her to trigger her powers? And if she needs an audience, do they just need to hear her or do they need to comprehend her? Would her powers not work on someone who didn't share a language with her? What about a deaf person?

She needs more of an audience the bigger she grows. So she can start out by just hyping herself up, but eventually she needs crowds or victories to reach her greatest strength.
