The belts and shoulder straps/armor are part of the wings, it is far easier to have the sraps go on the outside The tail goes on the outside too, the belt (which keeps the wingpack from lifting when you raise the wings) goes through the tail's belt loops and then though the wingpack and then buckles around the middle.

It goes on like a normal suit aside from the wings and tail which go on like backpack. BUT you do need help, some one to hold the wings while you get your arms in, and to tighten the arm straps once on (help posing the wings up/down/back is nice too, it can be done by the suiter but it is hard and takes practice)
