A "Steam Gun" exists as a concept in fiction as being a weapon that can be used for combat in sensitive areas. Rather than spewing bullets everywhere, it sprays superheated water, which blasts out as steam at a temperature well above boiling. Basically, a flamethrower with minimal damage to the surroundings.
