Well, she is a dragon and, if you look at depictions of quadruped dragons, they have a long neck which would allow them to look over their shoulder to a large degree. If, by becoming an anthro, Cynder has the same number of neck vertebrae as her feral cousins have, she should still be able to look over her shoulder like this.
