While not by leaps and bounds, the Pampdex program is rapidly gaining popularity. More and more trainers are coming here to build relationships with their Pokémon or help them adapt to a more peaceful and calm life among humans. Of course, the program initially had many opponents, and even now many trainers and media outlets criticize the approach and principles of the organization. However, we have strengthened our position, and now even some Pokémon guilds use our services.
Given this, it was predictable that some famous personalities would soon appear on the program. These were supposed to be renowned trainers or professors studying Pokémon, but the first stars to participate were the legendary Pokémon Latios and Latias.
According to the rules, they couldn't easily enter the program, as they lacked a trainer or a chaperone, so they were rejected. However, Latias continued to show up at our centers, avoiding security and overseers. During her visits, Latias managed to negotiate with Pokémon who held Caretaker status, using her status of legendary Pokemon and natural charm. This allowed her to secretly participate in the program as a baby, after which she was granted Caretaker status outside the system. When program managers learned of this, they didn't banish the legendary Pokémon. Instead, Latias, and later Latios, were officially granted the right to participate in the Pampdex program, and several amendments were made to the admission rules.

Dragon-type Pokémon have a rather strong and arrogant nature. They typically submit only to those stronger than them or those who earn their respect. Because of this type trait and several experimental sessions, special guidelines and care programs for these Pokémon were developed at Pampdex centers. Since Latias and Latios are of this type and also hold Legendary status, a comprehensive program specifically designed for Dragon-type Pokémon was proposed. However, Latias quickly proved the inappropriateness of this choice.
Latias:
A very sensitive, cheerful, and kind Pokémon. Since her first day in the Pampdex program, she hasn't broken a single rule or even received any warnings. Most of the Caretakers praised her and described her as the life of the party. Latias wasn't bothered by wearing baby clothes and other paraphernalia, nor by the care she received from the Caretakers, nor by interacting with other Pokémon in the program. Many staff members remarked, "The Legendary Pokémon clearly enjoys being down-to-earth and small."
Latias possesses immense power. Supersonic flight, powerful telekinesis, lifelike illusions, and so on. Despite this, the Pokémon was extremely careful with materials and objects, as well as with other Pokémon and people. Her psychic abilities were used extremely rarely and only when necessary to resolve a difficult situation. It's also worth noting that although Latias is believed to possess telepathy, she has never used it for communication, preferring nonverbal communication.
Latias completed the entire Pampdex program as a baby, after which she was promoted to Caretaker at her own request and with the approval of program management. She is currently a reserve Caretaker with an individual charge.
Latios:
Unlike Latias, Latios didn't explicitly express a desire to participate in the program. It's believed he followed Latias, who, in turn, encouraged him to do so.
Latios's temperament is very different from Latias's. He has more draconic aspects, and his personality is more like that of an older brother, while Latias is more like a younger sister. He is serious, distrustful, and can be quite short-tempered at times when Latias's well-being is at risk. He is difficult to establish contact with, given his personality and strength. He doesn't mind wearing babyish trappings, but rarely allows the Caretaker to care for him. Latios also doesn't get along well with other program participants: he doesn't participate in games or other activities, doesn't engage with the group, and often keeps to himself.
Latios possesses the same power as Latias, if not more. However, he isn't afraid to use it, often using his fast flight to navigate the center and his psychic abilities to retrieve items and resolve conflicts. Because of this, he often receives criticism and has been punished several times.
Latios is currently in the Papmdex program as a baby. Due to his behavior and the threat he posed to other participants in the program, Latios was placed in the individual care of a Caretaker Latias. He still attends group activities, but spends most of his time under Latias' baby sitting.
